The easiest way is to use Enterprise Manager to define the Metrics for tablespace alerts (and others).

On the command line, you can use the DBMS_SERVER_ALERT.SET_THRESHOLD procedure. You should be able to find more information in the Oracle docs, specifically the PL/SQL Packages and Types Reference.
