I don't think anyone, as you didn't include a version, and your description of the problem is so garbled probably no one can make anything out of it.

What is 'the network problem'? Should we guess? What is 'cannot connect to Oracle' Any specific error message?

You are aware Apache and Oracle are fully unrelated, Apache being a front-end tool, and restarting the database is not in any way related to Apache?
