You are aware of products like Legato Networker? Would your 'firm' rather loose money by not being able to recover, or buy Legato Networker?
What your describe sounds heavily like re-engineering Legato Networker.

Anyway: as soon as it comes to rman recovery, those savesets *have* to be located on the *original* location.
I would check my creditcard. Even assuming you are underpaid, you are not going to get it working robustly. There will always be some black spot. There are companies specialising in this kind of software, the fact these companies exist is for a reason. It is called not re-inventing the wheel.
