Oracle should come with Legato Storage Manager ( a single node somewhat limited version of Legato Network Manager). I don't think it is installed automatically.
Rman can't backup to tape (ie it can backup to disk) without interfacing to a product like Legato.
A poor man's solution would be to backup to disk and write your own procedures to back up the disk directories to tape. But with LSM installed that shouldn't be needed.
