Problem with Database Control?

I installed 10g on my win xp machine and I run it successfully.Database is open and I can connect and work with it using SQL*PLUS or isqlplus and... but when I try to access it using DB control it ALWAYS says "The database status is currently unavailable" and suggests me to do startup or "Perform Recovery".
I know my DB is open! However when I shutdown it using sqlplus and try to startup using db console it returns "Password error" but I used this password for connect using sqlplus successfully and also sometimes it begins to startup but after some seconds returns to first page that says "The database status is currently unavailable".
What is the problem in your opinion?
