RAC is not "needed" for OLTP but it will provide you with a few things you can not get from DB2.

  1. Failover
  2. No need to federate data

I have, in production, run as I said before 20K+ inserts per second. That is real-life experience and I can put you in touch, off-line, with the Oracle employee that worked with me on the project to verify it.
