And some people have done it successfully many many times for multiple Fortune 500 corporations and government agencies and have the references to back up the fact that the implementations were successful.

Your post demonstrated a profound lack of knowledge about RAC. The fact that you followed a recipe and implemented it doesn't mean you understand it. There are plenty of DBAs that can't read a statspack.
