        That kind of explains it.

        My old development group sees a very big gulf between the private and non-private entities they deal with. The private corps tend to make their buying decisions based on what works best. Whereas the public entities are far more political. They're prone to impose arbitrary standards that may hamper results and increase costs.

        Discussion of ROI would make far too much sense in that sort of environment.
