Dear Sybrand. Though purpose you comments is clear to me - you want to make answer as strict and corresponding to official Oracle documentation as possible - in this particular case it is excessive.
Man who questioned stated that he can not change application AND database design ("I'm not allowed to manipulate data"). This "and" in aggregate with obvious newbie character of question proves he asked about very general concept of Oracle capabilities. So, I proposed to turn attention to optimization theme, surely good way to questioner to start learning Oracle without actually breaking into it.
