Yes, the Cluster Manager needs to be running on all nodes. No, you don't need to do repeat installs yourself, since the installer will replicate the install from one node to all the others that you tell it about when prompted, just as it will replicate the entire Oracle install to all the other nodes if you let it.

On Windows, such replicated installs are problematic, because the job is only half-done (items are not installed on the start menu, for example, on the replicated nodes as they are on the original one). On any platform, if anything goes wrong with the install half-way through, you're never quite sure what nodes were properly replicated to, and which weren't, and what the general state of play with the installation is.

All of which means that I tend to prefer doing my own installs, manually, onto other nodes, and not allow the installer to do it for me.

But you can if you wish.
