..just for a note, that doesn't mean, that you have to program PL/SQL to get started with your webpage.

Some of it's core functionality is PL/SQL (with some very bad bottlenecks), but since version 3 there's much more, you can integrate java, jsp, forms + much more in your portal.

But yes, if you talk about a simple application, don't overkill, use PHP, there's a lot of nice modules there around the internet, so you don't have to start from scratch.
