1. I/O 2. memory 3. network 4. CPUs.
RAID controllers are cheap.
disks are cheap.
memory is cheap.
gigabit NICs are cheap.
CPUs are cheap.
Oracle Server software licensed per CPU is expensive.

quad channel PERC (power edge raid controller), 2 int/2 ext, 4 x 36 GB
15K drives internal
PowerVault 220S external, 14 drives, split backplane.
drive size matters not, just fill the damn cage.
both gigabit NICs plugged into a pair of gigabit switches.
If you're going to run more databases, add memory.
back off of the CPUs if you need to cut the budget.
Go for a PE 2650 (dual CPU) to cut costs in a hurry.
