It is not unusualy to have scripts that backup the archive log directory twice and only on the second successful backup delete the files so copied.

Some 3rd party backup tools that are Oracle aware do exactly that (arcserve, SAP's brbackup etc)

Left to their own devices archive log files will just keep on increasing in number to the limits of disc space or quota.
