Well, I can only give you my personal experience. I took all the ILT courses for the 8i cert, they were very good but mucho$$$ if you are paying your own way (my company picks up the tab for me). Having said that I could have done it by self taught methods, as the gap between my courses and when I took the exams was so large I had to basically go thru all the contents again anyway. It also helped that I am a DBA, so I got lots of hands-on practice in the meantime.
The suggestion to download 9i and install it on a PC is a good one, go to town on it and create some databases, develope backup routines, tuning etc.. and that will be a good start.
