Visit the Oracle University web site for starters (http://www.oracle.com/education/), since with 9i it is now compulsory to attend at least one instructor-led training course before you can become certified (self-study for the rest is fine). that page also has a link to page all about getting certified.

When you attend your first course, ask lots and lots of questions of your instructor about how best to proceed, as well as about the subject matter in hand (but leave those questions to a convenient break!)
