Usually when a third party say they don't support a specific version of Oracle this means several things
- they have a backlog of more than a year, as 8.1.7 was released last year
- they never tested it against 8.1.7
- HENCE: to avoid CLAIMS they say they don't support it. BUT: Oracle is downwards compatible.
You will also be sure they don't use any 8i feature in their product.

If a vendor forces you to stay at an unsupported version of Oracle, that would for me be a valid reason to replace their software.
