odbc drive affect performance

Hello,
We are in a PeopleSoft env running 8173 Oracle on HP 10.2

We just upgraded from 8160

PeopleSoft is fine except for n/vision app which generates queries on the fly. The queries are taking forever after the upgrade and explain plans have changed from pre-upgrade. We did not upgrade the odbc drivers that the n-vision app is using.

This appears to be an n/vision speific issue as all other apps/processes etc are running fine.

Would the odbc driver cause the optimizer to go to lunch and choose different (worse) plans? I tend to think not but others here are asking me to explore this possibility.

Any other thoughts on n/vision and oracle are also appreciated.
