How about the manual called 'Sql reference' under 'Alter database' If that's wrong we would have known in the meantime, don't you think. Anyway, I've changed databases' charactersets several times using alter database.
There is a note up on Metalink with the exact details (job_queue_processes must be 0, aq_tm_processes too)
