Everyone threw sqlnet 1 out of the window. sqlnet 1 & 2 are not compatible. They never talked to each other. In those days you would run two listeners: one for 1 and one for 2. Do yourself a big favour and get of that ancient sqlnet 1 asap. Go to at least sqlnet 2.3. And realize that Oracle only supports 817 and up.
