If you've created 4 databases, you've created four Instances, and I doubt that having four Instances on the one server is a very good idea (the usual advice is one per server!).

I'm also a bit confused why you think Oracle's memory usage should be governed solely by shared_pool_size. You've also got to worry about log_buffer, db_block_buffers, large_pool_size and java_pool_size. Not to mention sort_area_size and the various other xxx_area_size parameters.

Not sure why memory usage would be growing, off-hand. It shouldn't be. 8.1.7.0 ran for months on W2K here without memory leaks, but you could maybe download the 8.1.7.3 patch, and see if that helps (ftp.oracle.com has the patch set, but it's rather large!).
