You are sort-of supposed to house a secondary catlog in another database (usually your main target for primary backups) which protects the catalog. The catalog protects the primary database(s), including the one containing the catalog. I'm always reminded of that Albrecht Dürer engraving of an arm drawing an arm drawing an arm....

But, given that the catalog is supposed to be a pathetically small database, a simple export is usually sufficient.

And if all else fails, you can sit there for days issuing 'change catalog' commands, manually adding in to a re-constructed catalog details of all prior backup sets created by RMAN.
