Just a guess here so don't waste any time on it - but what order are the services starting on the server. Perhaps Oracle is trying to start earlier than it should (ie before the authentication layer has finished).

Service startup and service dependencies under NT were controlled by the CurrentControlSet registry entries - I believe this has changed slightly in W2000 (it must have because I remember an article on how the startup differs), so you'd probably want to download the latest info off MS Technet.
