Oops! 4.0.8.1? First mistake... Apply patch 2 (4.0.8.2). Better yet,

Define "a lot" - it will perform better, a 600MHz P2 will do even
better.

Depends what you make the machine do. In general, Oracle is memory
dependent.
And OAS 4 is not known for it's performance.
In short: why do you think the processor is the problem?
