you need to create a local group named oradba on the win2000 box.

Im not sure about the default settings of remote_login_password_file on NT but here is the list of the things that has to be done :

have remote_login_password_file = exclusive (in your parameter file)
create a password file with orapwd to be able to authenticate the sys through it
grant sysdba to the users you want to be authenticated via the password file
