insufficient privileges

I have installed two oracle servers: one on solaris and the other on
WIN2000.  I can use SYS to connect as SYSDBA to solaris but I cannot do
the same thing on WIN2K.  



It returns error message: ORA-01031: insufficient privileges



May I know the reason?
