I agree entirely with what David says below. Of course you won't entrust your business critical data to a trainee/novice. However neither should you IMO entrust it to only ONE person. You should always have a team of sorts. In this team one (or more) will be senior and one (or more) will be junior. So there should be opportunities with people with no experience and certification, or conversely experience and no certification.

And while I'm on why don't companies train and retain their staff these
days. ALL experienced DBA's start out as inexperienced and untrained. On the
way they get both experience and training. To me there is absolutely no
reason for there to be a skills shortage in Oracle related work. The product
has been around for way long enough for people to have been trained and
gained experience on it. The sole reason for the skills shortage is the lack
of training currently on offer in most companies.
