As error description implies, there a lot of reasons why this error can occur.
Look for any RDBMS trace files (typically in rdbms\log). If there are some,
contact Oracle Support for help.
If there aren't any, look for any SQL*Net trace files (typically in
network\log). They may show that there's a networking problem.
