We had the same problem, but the use_shared_socket = TRUE reg setting worked fine for us. Before that however we tried to open up all the ports Oracle server used. I found in the Listener log that Oracle was cycling through a couple of THOUSAND ports in order one at a time. Obviously our security guy flat refused, with good reason. Just for comparison, we are running NT4, SP5, on a DEC Alpha. Hope the info helps.
