Are you sure BOTH the service and the instance are started? Connected to an
idle instance means the instance was not started. As you can issue a startup
without problem that makes suspicions even bigger.
Could you verify the oradim73 command in
%ORACLE_HOME%\database\strt<SID>.cmd
or check out %RDBMS73%\oradim73.log?
