The NT services only start the instance (NT thing) not the database. Go to a command prompt, set your sid, invoke svrmgr30, connect with a sysdba account (internal) , issue startup pfile=? --path to your parameter file--. Also check to verify that your listener and TNSNAMES are configured properly. Let us know if you still have problems.
