Complex/Intelligent name matching

Hi everyone.

We want to develop an application that requires intelligent matching of names.
For example, querying on "Margaret O'Sullivan" would also retrieve Peggy O'Sullivan/Sullivan.

I know we could have a "is-like" table, whereby we list all the "alternative/like" names for all the names we can think of.

Are there better/pre-packaged solutions out there?
