promblems with sys.slog$ whith snapshots

I'm using snapshots with Oracle 7.3.3.6 and there's something wrong with the
behaviour of the sys.slog$ -table. When I add a new snapshot site and create
new updatable or read-only snapshots that use snapshot logs, new row to sys.slog$
is not always generated. Another problem is that snapshots aren't always able to
use snapshotlogs for various reasons (shutdown abort for example) and they need
complete refresh, which sometimes adds automatically a new row to sys.slog$.
The result is that we sometimes have more rows and sometimes less rows in
sys.slog$ than snapshot databases. If there are rows missing then one database
cannot use fast refresh and it there are too many rows then the snapshotlog is
never purged. This must be a bug.
