But Oracle always writes though buffers.
Of course -
your devices may have their own hardware buffers and lie to the operating system about writes being on disk - but such devices should have their own battery backup A power outage may cause a head-crash or other physical glitch and destroy a disc with an Oracle file, but that's not the fault of the Oracle s/w or the operating system
