As of my Knowledge , Oracle 8 is very much downward compatible as far as Applications are concerned.You should be able to develop/run the same application that was on ver 7.3 against Oracle 8.

However there are lots of SErver side and Pl/SQl enhancements in Oracle 8 over Oracle 7 eg . Table Partitioning , Enhanced Optimiser , RMAN , Extproc agents, Enhanced Recovery options, BFIles , User defined Types , Index only tables etc etc..
