Hi Nicholas,
It very much looks like Oracle is unable to create the shared memory segment needed for the SGA, as shmat errors definitely have to do with shared segments. I doubt the figure of 32M and it's most likely 32M apart from the OS. My experience is that currently the minimum sga is 16M, and of course this is not counting the memory required by the background processes.
