I'm not sure why you want do it this way. This method is definitely unsupported
by Oracle, as it probably will ruin your data dictionary. It should be easy to do
it in pl/sql by means of a call to dbms_sql. This will enable you to issue an
alter user identified by ....
If you already have the encrypted password (how did you got the encryption
algorithm, as far as I know it is not published)
you can use
alter user identified by values '...encrypted password'
