If your performance has recently gone into the toilet, check any of the log files generated via Oracle (like listener.log, sqlnet.log, etc). On Unix, we usually tail off all but the last 100 lines every so often. Also, check for any recent application SQL changes.

Other than that, I can offer the following: we recently ported an Oracle 7.3 DB from an NT server (90 mhz Pentium, 32mb RAM, three 2.0 gb SCSI drives) to Solaris server (ten 250mhz CPUs, >12gb RAM, gobs of disk). As you can expect, without any tweaking, transaction response time increased 1600% (that's not a typo).
