One man's slow machine is another man's dream machine.... but anyway, when I run into performance problems, I (as a DBA) usually do the following:

• use BSTAT/ESTAT to get a general feel of Server performance
• use TKPROF and EXPLAIN PLAN to analyze what the app is doing (if you are using a packaged app, then you are limited in what you can do to tune the app -- believe me, most performance problems were caused by poorly written SQLs in apps. But tkprof and explain plan can tell you whether the app is efficiently written or not)
• 64 MB sounds pretty small for an Oracle DB server. I usually work on Unix platforms and deal w/ DB's of the size from tens to hundres of GB's, and I typically have 0.5 to 2 GB of RAM (SGA usually tens to hundreds of MBs) to get reasonable to good SGA cache hit ratio.
