Try putting the following in your .profile

TNS_ADMIN=/var/opt/oracle; export TNS_ADMIN

We typically put tnsnames.ora,listener.ora and sqlnet.ora into /etc. I'm not sure if it really matters where it is as long as TNS_ADMIN is set.
