Help !!!! Adminstrative privileges

Hi folks!

I moved the oracle insallation from one machine to another machiene by creating a tar file of the oracle directory, did an ftp to the new machiene and did a tar -xvf under a a different user name.By the way there was no database created in the old machiene

I need to create a database in the new machiene and when I try to connect internal, it asks for a password. Since all the files under the oracle are owned by the new user ( I assumed he would have adminstrative privileges )? What is wron ? How do I avoid the password, so that I can go ahead with the installation.
