The definition of standby for the reference is where you install nonRAC Oracle one node of a cluster and in the event of machine failure bring Oracle up on another node. Your shop would be responsible for keeping track of the number of days you ran on the unlicensed machine. The license can be transfered in the event you do not fix/ replace the failed server or if you just do not want to move the database back to the original server once it is repaired.
