I have a few things you can start with. We migrate items to production via scripts which includes assigning programs and request
sets to responsibility groups. I also have some scripting examples of how a responsibility can be assigned to an individual via api.
Forms are also great as tools, but they were never meant for mass loading purposes... hence Oracle seeded apis are made available.
