Your problem is you either don't read manuals, or you don't read them closely enough, and immediately you run whining to this newsgroup in order to be spoon fed.
Actually I did provide you with the answer, but as you seem to be unable to read it, I will repeat it here: Open for requires *DYNAMIC* sql.
Now you go to the PL/SQL reference manual, read the section on OPEN FOR closely, and answer your own question.

Please note that next time when you have a similar question I won't respond, and likely will no one. This is not a place for people who are too lazy to RTFM.
