Improving performance of a BLOB question

Greetings,

   I have been working with a group who has a web application that queries a 4 field table. One field data type is a long. The attachments contain multiple screenshots and other misc. data for SOX requirements. I have been told that the record can have up to 100 Meg of data attached. The performance when retrieving BLOB data has gotten dismal. I am wondering if there are techniques, suggestions, configurations, white papers, books, etc. than can be considered to improve performance during a query?!
