My opinion ...

  1. Download Oracle Database 10g Express Edition from http://otn.oracle.com
  2. After install, work through the 2-Day books at http://www.oracle.com/pls/xe102/homepage
  3. Learn plain SQL, since, sadly, proficiency in SQL is missing across the industry.
  4. Then, for those things that can not be handled by SQL, learn PL/SQL.
