For PL/SQL I personally like Feuerstein's Oracle PL/SQL Programming, Fourth Edition By Steven Feuerstein, Bill Pribyl: http://www.oreilly.com/catalog/oraclep4/.

Actually I don't have the fourth but the other editions have been great.

For performance tunning I keep Oracle SQL Tuning Pocket Reference By Mark Gurry handy http://www.oreilly.com/catalog/orsqltunpr/ (it IS a little old now).

At the moment I'm reading The Art and Science of Oracle Performance Tuning (Paperback) by Christopher Lawson and it is fantastic, he's a great writer
