Take Oracle XE 10g, Windows or Linux.
Free to use (as any Oracle software under the Oracle Developers License), but XE (Express Edition) is really free, even for commercial purposes.

Take a look at technet.oracle.com for software, coding examples, fora (forums?). Requires login but you won't get spammed
