oracle instant client - tns_admin question

in order for the instant client to work, the FAQ mentions that the TNS_ADMIN variable must be set. I can get it working if I create it as an environment variable (windows O/S). It also mentions a registry setting to set the TNS_Admin... I couldn't find more info on that, in terms of what registry setting to set... Can someone explain more?
