No, I'm not sure, but here's what I'm doing:
Go to:
http://www.oracle.com/technology/software/products/oracle9i/index.html
choose: Oracle9i Release 2 (9.2.0.1)
Oracle9i Database Release 2 Enterprise/Standard/Personal/Client Edition for Windows Server 2003 (32-bit)
Download and unzip the files. Read the release notes which say:
This note accompanies the 9.2.0.3.0 patch set for the Oracle
Database Server. It includes patches for the RDBMS , PL/SQL,
Precompilers, Networking, ...
This is not a complete software distribution and you must install
it over an existing 9i Release 2 Oracle Server installation.
Users applying this patch set must use at least the Oracle Universal Installer 2.2.0.18.0 to insure their Oracle Home can be patched in the future. The OUI 2.2.0.18.0 is available for download from Oracle Metalink where it can be accessed with the bug number 2878462 and choosing the MS Windows NT/2000 Server platform. This is further mentioned in the "Installing the Patch Set" section.
So, it certainly appears that one must install 9.2.0.1 for XP/NT/2K, then patch the OUI, then use the patched OUI to apply the patch for W2k3.
Is there somewhere else to get an installer package that does it without all the jumping through hoops?

I'm not going to argue with you on this one. It's just that I'm trying to come up with instructions for our network administrator team about how to install Oracle in case they need to do it when I'm not around. While I'm perfectly capable of following the proceedure myself, this is much more of a snipe hunt than I'd like.
