The person appears to be referring to a link on the google groups page for cdom:
http://groups.google.com/group/comp.databases.oracle.misc/about?hl=en

There is a similar page for cdos. Neither has anything about a charter, posting guidelines or so forth. But they should. Not to have such pertinent information is evil. And Google _never_ does anything evil... right?
